2008 International Youth Advisory Congress
Online Safety and Security

The National Center for Missing & Exploited Children® (NCMEC) has been asked by the United States Immigration and Customs Enforcement Agency (ICE) to collaborate on selecting 20 students to represent the United States of America at the International Youth Advisory Congress on Online Safety and Security (IYAC) in London, England, July 16 - 22, 2008. This exciting conference event will be hosted by the Child Exploitation and Online Protection Centre (CEOP) in conjunction with the Virtual Global Task Force, an international law enforcement organization dedicated to fighting the online victimization of children. This event aims to

  • Give children and young people a voice in how online and offline child-protection measures are created and implemented
  • Engage children and young people who directly face online risks by enabling them to design solutions and interact with those people and organizations in positions to better protect them
  • Provide children and young people from various cultures and backgrounds with a forum to communicate with each other

If you are selected to be a part of IYAC, you and the other participants will travel to London, England, where you will participate in IYAC workshops, panels, and activities with other youth representatives from the United Kingdom, European Union, Australia, and Canada. In preparation for the IYAC in London, ICE and NCMEC will co-host a session for the U.S. youth representatives in Washington, DC, in July 2008. You will attend both conference events, all expenses paid, and chaperones will be present at all times.

In order to qualify, you must be between the ages of 11 and 16 at the time of the IYAC in July 2008. You must demonstrate knowledge of Internet technology and be willing to express your opinion about the online safety and security issues that affect you. Enclosed in this packet you will find the information and materials you will need to apply.

Participating in the IYAC as a representative of the United States is a great honor that will provide you with a valuable learning experience and aid you in future educational endeavors. We strongly encourage you to apply, and we look forward to receiving your application!
